Throughout the early months of 2016, news stories of racial unrest frequented the media outlets. In response, the Extension Committee on Organization and Policy (ECOP) established the first Rapid Response Team, giving a charge to explore civil discourse around race relations. This pilot response to an emerging need involved a scan of the Cooperative Extension System's resources and expertise while assembling a competency matrix and developing next step recommendations to help move CES forward in advancing civil discourse.
