Attendees in this session participated in a National Issues Forum (NIF) on immigration. The purpose of this session was to demonstrate how NIF works to guide small-group discussion through the process of comparing prepared policy options and weighing actions alongside potential drawbacks against multiple values that citizens hold. This model for deliberation is often useful for groups that have not experienced public discussion on a complex or controversial issue before, and requires trained facilitators to implement. The National Issues Forums Institute (www.nifi.org ) annually develops issue guides on many topics following this discussion protocol.
